Are these State-issued IOUs a violation of the Constitution?
“No State shall ... coin Money; emit Bills of Credit; make any Thing but gold and silver Coin a Tender in Payment of Debts....”
Seems pretty clear to me, but I’m sure the courts would say that I had no standing as a taxpayer to file suit.
